Alright, so where do we get started.
If you knew anything about this community, you'd know that there are more than one server. Also, if you had taken the minute or two to actually make sure what you're writing is decently accurate, you would've found that he's a minigames admin, a server that according to HLStatsX, you never even set foot.
So yes, thats why he's admin. He's not inactive, you're just short-sided.
I'm also obviously ignoring the fact, 1, admin activity oversight is far from being your competence and 2, you seem to have a sort of "This guy is more inactive than me, so why can't I have admin?" agenda, which, spoiler alert, doesn't help you.
