the server actually was probably full but its not showing at "players" on the server list. try to check the value on the hostname of the server, which shows you the real population. this is cause of the non-steam players.
The hostname looks like this: "UNLOZE | Zombie Escape | FastDL | Ranking | (64/64)"
as you can see at the end you check there how many players are on right now.
